The government of Switzerland, through the Federal Department of Economic Affairs, Education and Research and the Secretary of State for Economic Affairs, imposed sanctions against 25 leaders of Nicolás Maduro’s regime, which include names such as Tibisay Lucena, Tarek El Aissami, Néstor Reverol, Diosdado Cabello, and Tareck William Saab, among others.
Within the list of sanctions, were added the names of officials who are part of the repressive forces of the dictatorship:
Néstor Blanco Hurtado: Commander of the Bolivarian National Guard (GNB). Responsible for serious human rights violations, including torture, the use of excessive force and the mistreatment of detainees at DGCIM facilities.
Rafael Ramón Blanco Marrero: Deputy Director of the General Directorate of Military Counterintelligence (General Directorate of Military Counterintelligence (DGCIM). Responsible for serious human rights violations, including torture, the use of excessive force and mistreatment of detainees in DGCIM facilities that they were committed by DGCIM officials under his command, linked to the death of Captain Acosta.
Carlos Calderón: Justification: Head of the superior office (referred to as Commissioner, Director and General Director) in the Bolivarian National Intelligence Service (SEBIN).
Alexis Enrique Escalona Marrero: Head of the National Office against Organized Crime and Terrorist Financing (ONDOFT). National Commander of the National Anti-Extortion and Kidnapping Command (National Anti-Extortion and Kidnapping Command (CONAS).
Rafael Antonio Franco Quintero: Agent in the Bolivarian National Intelligence Service (SEBIN).
Alexander Enrique Granko Arteaga: Chief (Director) of the Special Affairs Division (DAE) of the General Directorate of Military Counterintelligence (General Directorate of Military Counterintelligence (DGCIM).
Hannover Esteban Guerrero Mijares: Chief of Investigations of the General Directorate of Military Counterintelligence (DGCIM).
Restrictive measures include the travel ban and the immobilization of goods, nor are they allowed to deposit funds in Swiss banks. With the sanctions imposed last September by the EU, the total number of sanctions imposed by the community bloc is already 25.
Since November 2017, the European bloc maintains an embargo on the supply to Venezuela of weapons and equipment destined for internal repression, in addition to the travel ban and the immobilization of assets in relation to the sanctioned persons
