The United States Under-Secretary of State for Western Hemisphere Affairs, Michael Kozak, gave his opinion on the report of the Casla Institute in Prague, which reveals the mechanisms of torture and Cuba’s influence in the patterns of violence.
The U.S. diplomat assured that the Cubans are the ones who lead the policy of torture and persecution that Maduro’s regime exercises on the Venezuelan people.
The US Under-Secretary of State for Western Hemisphere Affairs quoted figures from the Casla Institute report which details that 95% of human rights violations are executed by the General Directorate of Military Counter-Intelligence (Dgcim).
“Casla’s torture report names the Dgcim as the main perpetrator: 95% of cases of arbitrary detention, torture and sexual violence. Venezuela suffers under Castro’s coup d’état,” he ended.
