“The Treasury is committed to guarantee the unlimited flow of humanitarian aid to the people of Venezuela, which continues to suffer as a result of the mismanagement and corruption of the illegitimate regime of Maduro. It is imperative that the international community continues to use humanitarian exemptions to fully to ensure that food and supplies continue to flow to Venezuelans suffering from the economic crisis caused by Maduro”, said Sigal Mandelker, undersecretary of terrorism and financial intelligence.

OFAC’s general regulations and licenses allow people in the United States to continue providing humanitarian support to the Venezuelan people, including transactions through the United States financial system for certain authorized activities related to food, agricultural products, medications and devices. doctors; personal non-commercial remittances; international organizations; telecommunications and mail; internet; medical services; and non-governmental organizations.

Humanitarian support is generally excluded from sanctions, provided that such activity meets the requirements described in each authorization. The sanctions do not prohibit US citizens and residents from participating in transactions involving the country or the people of Venezuela, provided that the blocked persons or prohibited conduct are not involved.

In all sanctions programs, we remain committed to working with the private sector to clarify US sanctions regulations.

OFAC considers specific licenses on a case-by-case basis and prioritizes license applications, compliance questions and other applications related to humanitarian support for the Venezuelan people.
