On Tuesday, the National Assembly (NA) appointed the members of the Preliminary Commission in charge of designating the Electoral Nominations Committee.
The following deputies of the Fraction for Change were appointed: Ángel Medina, Luis Aquiles Moreno, Stalin González, Piero Mouron, Olivia Lozano and Franklin Duarte. For its part, the PSUV fraction proposed William Gil, Nosliu Rodríguez and Jesús Montilla.
During the debate on this point, Congressman Carlos Berritzbeitia warned that the NA remains in permanent session while the new rectors of the National Electoral Council (CNE) are appointed. “For a long time we have been waiting for a transparent electoral body to go to legal elections”, he said.
In his opinion, the deputies who want free elections in the country were appointed: “Today we are at the decisive moment to know if the regime wants to leave power in a good way or in a bad way. He also stressed the patience of the Venezuelan people and warned that only the government of Nicolás Maduro will be guilty of a way out that is not in accordance with democracy.
Next, the deputy of the Bancada de la Patria, Julio Chávez, said: “The Chavista deputies speak on behalf of the constitutional president of the Republic, Nicolás Maduro Moros. He quoted María Corina Machado when in 2013 she demanded that the National Constituent Assembly (ANC) appoint the rectors of the CNE who had their term expired. “The Supreme Court of Justice (TSJ) declared the legislative omission and appointed those rectors”, he added.
He read the official position of the Bloque de la Patria affirming the agreements signed on Sept. 16th between the Bolivarian Revolution and the opposition in the National Dialogue Table. “We have agreed on the renewal of the Electoral Power and the broad guarantees for the parliamentary electoral contest in 2020. Only in respect to the constitutional precepts the NA will be able to go to the renewal of the Electoral Power”, he explained.
He pointed out that they will request the ANC to activate the mechanisms leading to such renewal and proposed that the Constituent Assembly form a liaison commission with the NA to oversee the selection process of the Electoral Power.
Subsequently, Deputy Olivia Lozano intervened, specifying that the Bloque de la Patria represents the usurpation that ended the country’s public powers. “Today, within the Constitution’s frame, we commit ourselves to appoint a transparent and responsibly committed CNE. This highest electoral body is being elected to emerge from usurpation with a presidential election. This committee will fulfill the great responsibility of guaranteeing free and transparent elections”, she said.
Lozano asked the people for confidence, as she has had in the workings of this NA. She guaranteed free and transparent elections and the beginning of institutionallity in the country.
Finally, the second vice president of the NA, Stalin Gonzalez, explained that this is the election of a preliminary committee. “We are giving shape to the agreements you abandoned. The Constitution is clear, they did not call a referendum before electing the ANC”, he concluded.
