The National Parliament condemned and called “deplorable the confession and dictatorial position” assumed by Vladimir Padrino López, the usurper defence minister of Nicolás Maduro’s regime, which violates article 328 of the Constitution and consequently makes it clear “that the nation’s sovereignty is being held hostage and that the dictator has blocked electoral solutions with the support of the military leadership”.
As a result, the Legislative Chamber, in Ordinary Session, approved an agreement that affirms that General Padrino López, “departs from the republican values and the constitutional mandate to serve the Nation exclusively”.
Article 328 of the Constitution establishes that the National Armed Force constitutes an institution without political militancy, organized by the State to guarantee the independence and sovereignty of the Nation and that, in addition to this, the fulfillment of its functions, is at the exclusive service of the Nation and in no case at the service of any person or political partiality.
The document reiterates that the military who comply with their constitutional duty to the National Armed Force in the restitution of the constitutional order, will be protected by the “Law of Amnesty and Recognition of all Guarantees of Democratic Reinsertion for Civil and Military Officials,” approved by this National Parliament, on January 15th, 2019.
They also make an urgent call to the international community to express their rejection and condemnation of these dictatorial declarations and to increase pressure against Nicolas Maduro’s dictatorship, so that the usurpation of functions by the dictator Nicolas Maduro ceases.
As a result, the President (E) of Venezuela, Juan Guaidó, on July 5th, sent a letter containing “six policies” addressed to the institutional military of the Armed Forces on behalf of Venezuelans who want political change in Venezuela, reiterating the important role that the armed institution plays in enforcing the Constitution and ending the tyranny that has plunged Venezuela into a major humanitarian crisis.
The resolution comes after the speech made by the military official on the occasion of the anniversary of the signing of the Act of Independence, where he stated in his own words that the “Democratic Political Forces will never be able to exercise political power in Venezuela, as long as there is a National Armed Force like the one we have today, which is anti-imperialist, revolutionary and Bolivarian”.
On this point, the only speaker was Congressman Eliezer Sirit, president of the Permanent Committee of Defense and Security of the National Assembly, who on behalf of the plenary session categorically rejected the “totalitarian and anti-democratic” attitude of General Padrino, “which is not in line with the aspirations and wishes of the Venezuelan people.
He also said that these confessions render any electoral process ineffective, as long as the usurpation continues and the military obeys political biases, since Venezuelans have no guarantee of deciding with their vote.
Sirit called General Padrino’s threats “embarrassing” and a flagrant violation of the constitutional order and the rule of law, and said he was “deeply convinced” that these statements are not supported by the majority of the military components of the FAN.
In his speech, he speculated that General Padrino’s position could have been to ingratiate himself with the dictator Nicolás Maduro and thus obtain the ratification as usurper Minister of Defense, since in his opinion, the military institution should not be represented by Vladimir Padrino, “who has remained in that position for more than the stipulated time, attempting against the institutionallity of the National Armed Forces”.
He called on the rest of the Venezuelan democratic factors to speak out and reject these serious biased statements issued by a military official that reflect the absence of his democratic disposition.
Likewise, the parliament ratifies the support for the installation of a National Emergency Government proposed by the president in charge of the Republic, Juan Guaidó, with the aim of recovering the Republic and addressing the terrible economic, political, social, institutional, moral and ethical crisis suffered by Venezuelans without exception.
Congressman Sirit explained that this approved Agreement is not only characterized by its constitutional support, but also, “has the spiritual support of millions of Venezuelans who are betting on finding a peaceful solution to the serious multifactorial crisis that the country is going through today.”
